The Dutch Sustainability Unit (DSU) was requested by the Dutch Ministry of Foreign Affairs (MFA) to provide advice on the currently ongoing review of the World Bank (WB) Environmental and Social Framework (EFS).

Significant details

The aim of this assignment was to:

  • analyse the proposed changes to the ESF;

  • compare the new ESF against the WB’s own design objectives for the revised ESF, the criteria and principles provided by MFA and the current safeguards policies of the Asian Development Bank;

  • provide insight into the current debate on the changes to the ESF, giving specific attention to the positions taken by international NGOs;

  • interpret the changes proposed to the ESF in the light of what the ESF should achieve.
