7177. Rio Markers and Climate Recommendations for ORIO projects

The Netherlands Enterprise Agency (RVO) and the Dutch Ministry of Foreign Affairs (DGIS/DDE) asked the DSU to assess ORIO (infrastructure) projects on their contribution to climate change adaptation/mitigation. The aim was to advise on Rio Marker scores for each project and to make recommendations for increasing the climate contribution of these projects. 

Significant details

The DSU assessed 45 ORIO projects and analysed available project documentation. Following the OECD-DAC methodology, it advised on two Rio Markers (for adaptation and mitigation) for each of the projects. These Rio Markers indicate which part of the programme budget can be counted as 'climate contribution'.

The DSU also provided recommendations for projects that are still in an early phase of development, to make them more climate smart. These recommendations focused on both climate change adaptation and climate change mitigation. RVO is currently in the process of assessing these recommendations.

This assessment was a follow-up of an earlier Rio Marker assessment for DGIS/DDE's portfolio of Private Sector Development Programmes.
